Lake Development Corporation Meeting
April 5, 2010
President Jim Dabbelt Called the April Lake Development Corporation meeting to order at 4:04 pm. In attendance were Owen Hall, Tom Knapke, Dave Meyer, Milt Miller, Greg Schumm, Doug Temple, Terry Wissman, Max Gilpin, Brian Miller, Ryan Garrison, Kelly Kill, Laura Walker, Guests Joe Lochtefeld and Nancy Allen of the Daily Standard.
Grube thanked Schumm for taking care of the minutes in her absence at the prior meeting. The march meeting minutes were approved. (Schumm/M. Miller)
Treasurer M. Miller reported that all bills have been paid and the treasury balance stands at $2351.57.
Grand Lake St. Marys State Park Assistant Manager Brian Miller presented the following lake report:

Dredge

The dredge crew is working on building the DMRA for dredging Riley Bay East and will be done in the next week. Riley Bay East dredging will start this spring or early summer.

Working on plans for Riley Bay West, have received verbal permission to bore under the RR tracks near the Fishbaugh field and now working on funding for the boring. The crew will work on building the DMRA next fall and winter and the dredging will begin next spring (2011).

The crew will be working on renovating the Park Grand DMRA this spring to prepare for finishing the Beaver Creek project. The first half of the project filled the Mercer County DMRA to near capacity.

The PO for the new barge has been cut and it is being built. We hope to see it at the park before summer. The old barge is gone.
Lake Issues

New Crappie regulations. 9” min. and 30 fish bag limit. Does not apply to downstream on the beaver or feeder canal but does apply upstream to the first riffle.

9lb walleye caught.

Boat house has the roof, siding and doors on. Currently waiting on electric fixtures. Should be ready for use in early spring.

First lake rescue of the season, 2 men in an old paddle boat, 800yds from the west bank. Paddle boats are not appropriate or safe vessels for the open waters of Grand Lake St. Marys. It’s kind of like taking a tricycle out on the freeway.

Lake safety. Please enjoy the lake but do so safely. The water is still very cold, weather can change quickly, we get bigger waves than other inland lakes, the size of the lake makes it more challenging. Check over boats carefully and test before going out on the lake.

Wissman noted that the latest lake level reading came in at 9” over pool.
Grube reported that the Sport, Travel & Boat shows this year were fairly successful and that it was great to have the Grand Lake Restoration Initiative (GLRI) to tell folks about at the Indianapolis Sports, Vacation and Boat Show. It was a positive to talk about that instead of the negative water toxin issue.
M. Miller reported that so far donations for the GLRI have topped $330,000. He said the orders are in, so far, for the two Ary-gators and two stream collection systems. The fundraising continues and the goal is $500,000 in order to fund the entire proposed test project.
It was noted that the Ary-gators will be on display to the public on both sides of the lake before they are placed in the water. M. Miller noted that the group is working at such a breakneck speed that they have been lax in issuing the appropriate “thank yous” and that is something they plan to do once they have completed this phase of the project. Two information sessions will take place on Thursday, April 8 at 8am & 2 pm in room 177 at WSULC.
Schumm noted that the baseline statistics are expected to be gathered by Lake Campus personnel this week. That is needed in order to judge the effectiveness of the Ary-gaters and sediment collectors. Schumm noted the local campus is seeking a university grant to fund hiring a graduate student to compile the data from this project.
Garrison reported that the new crappie limits are now in effect—9” minimum, daily limit of 30. He said most anglers appear to understand the reason for the limits and are ok with it. He said ODNR is conducting a survey concerning deer season and he added that turkey season will run from 4/19-5/16.
Walker spoke about the Franklin Township Trail Day. You will find the invitation and information for this event at the end of these minutes.
Gilpin noted that the St. Marys Boat Club’s new Commodore is Ron Ziggler. The first boats are now docked at the Boat Club and Gilpin said you will see more activity there now that sailing season has arrived.
Meyers noted that two 46 inch plasma TV’s have been donated for this year’s Bar Stool Open. Myers asked M. Miller if the ag community was coming through with donations for the Grand Lake Restoration Initiative. M. Miller reported that have not yet but added that they do have an information meeting set for a number of ag businesses and hope donations will come from that session.
Temple reported that he and Murray were working on a by-laws change concerning membership but since Murray was not in attendance that discussion would wait until next month.
