Lake Development Corporation Minutes

Lake Development Corporation Vice President Frank C. Murray called the May 5, 2008 LDC meeting to order at 3:59 pm.
In attendance were Rick Bachelor, Bob Grimm, Donna Grube, Milt Miller, Frank C. Murray, Greg Schumm, Matt Schwieterman, Doug Temple, Terry Wissman, Max Gilpin, Brian Miller, Brent Trump and Nancy Allen of the Daily Standard.
Murray asked for any changes needed for the April minutes that were e-mailed to the membership, hearing none he approved the minutes as sent.
LDC Treasurer Milt Miller reported the current treasury balance at $10,601.
Brian Miller provided the lake report:
- Lake Level
- During the past month the track hoe finished cleaning out Rustic Haven and the Service Area DMRA
- 1 dozer worked at the Liette DMRA to level and return to farm field condition.
- Need to get back to Uppenkamp DMRA on Behm’s Rd. to continue tear down and renovate old Kittle Rd. DMRA in cooperation with Franklin Twp. and Div. of Wildlife.
- Both floating suction dredges are out and in place and working on final set up to pump. Pump-A-Little is at Windy Point West and St. Marys is at Barnes Creek.
- Received some dredge funding supplements to make some much needed repairs to dredges just before going out for the season. Cutter head teeth and a hydraulic pump.
- The dredge program has good funding to finish this fiscal year and start the next year. However some of this funding did not arrive until just recently.
- Water Taxi service to start Memorial Day weekend. Grand Lake Express. 26’ Bayliner deck boat, good condition and passed WC safety check and practical test.
- Adopt-A-Shoreline program. In light of the budget cuts I will be calling all previous Adopt-A-Shoreline groups and recruiting more groups to help us keep the park shorelines clean. If you are part of a group that used to volunteer to clean the shorelines or a group that never has please call me and consider volunteering your group to help out.
- Lake Clean Up Day. Went well with close to 100 bags of garbage collected. Thanks to Tom Rampe, Jeff Vossler, LIA and Celina Rotary Club and Div. of Watercraft.
- Dock fees. Were due on May 1.
- Docks. We have 18 state docks left. SMBC, Freys, and Schells areas. $300 for the season. Price at a Kentucky Army Corp/Forest Service 5,600 acre lake is $1,845.00 per year.
- Tree program. 8 trees planted on Arbor Day, April 25. 5 at the West Bank and 1 at SMBC and 2 at East Bank. Thanks to Jackie Kirkpatrick and SMBC and LIA.
- West Bank boathouse. Quotes are out for the excavation, seawall and dock installation and due back in to the park office by May 9. Thanks to (LIA, Mercer County, City of Celina) as well as the Division of Watercraft for their support. This will be a three bay boat house that will house one park boat, one WC boat and the Sheriff’s boat. The park will be constructing the rest of the boat house once the dock and seawall are finished. Will give us better response time for rescues on the west end of the lake.

Following the lake report Miller, Greg Schumm and Frank C. Murray reported on the plans for the LDC’s Legislative Day on the Lake. They asked that all members make an effort to be in attendance. It was also said that the goal will be to get an update on the progress being made on the watershed plan to improve the water quality of Grand Lake St Marys and to charge those in attendance with assignments on how they can complete portions of the plan. Then at the 2009 gathering there will be an assessment on how those assignments have been completed. There was discussion on who should issue the challenge, Frank said it was important for the LDC to issue the assignment as this is our event and we want to have them be accountable at next year’s day on the lake. Miller said they would be finalizing the speakers schedule prior to the next LDC meeting. Frank said to make sure there is time for all the chiefs to have their say. There was discussion on having a theme for the event and also having a giveaway to serve as a reminder of their assignments. Donna Grube was asked to see if she could come up with something, she asked for the budget and was told to get e-mail approval on the price if she found something.
Milt Miller and Bob Grimm reported that some very large crappies are being caught on the lake and added a recent tournament had winners with outstanding catches. Several other fishermen said they have not found the fishing to be that good for them.
ODNR Watercraft Wapakoneta Field Office Supervisor Brett Trump reported that the Division of Watercraft will host a public forum on their strategic plan on May 15th at The Wright State University Lake Campus. He said 12 such meetings will be held around the state. He also distributed surveys for those who cannot make the meeting.
Max Gilpin reported that the St. Marys Boat Club has a new maintenance person taking care of the club property. The LDC extends its sympathies on the passing of the club’s former, long time maintenance man.
Terry Wissman reported his measurement has the lake at 2 inches above normal pool.
Bob Grim relayed a number of dates for upcoming LIA events:

- 6/7 Southshore Sportsman’s Club Kid’s Fishing Derby

With no further business to report, Frank C. Murray closed the meeting at 4:36 pm.
Although she was not able to attend, Laura Walker, GLWWA Watershed Coordinator presented the following report for your information:
- Just over $900,000 allocated, still need to USE IT ALL
- Hay filter strips and cover crops, 3 year contracts
- Deadline extended with farm bill
- Returned last Friday for another review
- Endorsement pending satisfactory revision according to new comments
- Worked with Katie, OEPA and Jocelyn, ODNR
- Soil sample coupons for gardens and lawns eligible
- 20 sold so far in 2008
- Working with Helena Agronomic Center
- Waiting on farm bill to set 2008 program
- Funds available for tile control structures and hayland buffers
- All cover crop producers paid
- Swine tubes opened today, final lab results not received yet
- Dairy to be opened beginning of May
- Final report to come out in June
- 21 attended training on last Friday
- Working on quality assurance plan and study plan
- Volunteers needed
- 5 letters of certification pending
- Need certification letter and current Conservation Plan to proceed to bank
- EPA has final approval of loan item, must be included on conservation plan
- Production manager attended our monitoring training last Friday
- Needs to begin as soon as we know the plant will be built
- Conservation Innovation Grant submitted, supported at state level
- If grant is accepted work will begin September 1, 2008.
- Anticipated notification of grantees is May 2008
- Did 2 programs in March; did 2 tree programs in April
- Plan to submit grant application for Conservation Camp
- Have programs scheduled with summer school, 4-H and scouts
